Good news, this is already possible! When you've opened an Action, you can tap on the list name and it'll let you move it to a different list. :)

Yes. Better to long press on a card and drag to move than 1) click on list, 2) click on card, 3) drag card to outside, 4) drag card to new position. Thanks!
